PENALTY KICK

   
When a penalty kick has been awarded, the Referee, shall become the Lead Referee and shall take a position along the goal line to monitor the goalkeeper’s movement and to determine whether a goal has been scored.  The assistant Referee shall become the Trail Referee, and shall monitor the placement of the ball by the kicker, the forward movement of the ball, encroachment into the penalty area as well as indicating to the goalkeeper the player taking the penalty kick.  The Lead Referee shall signal, by blowing his whistle, the kick to be taken.
