ARTICLE I

 

DEFINITIONS, NAME, AFFILIATION, COLORS, AND PURPOSE

 

 

101. Definitions

 

a)         As used in these By Laws, the term:

 

1.         An "amateur athlete" refers to any athlete who meets the eligibility standards established by this Federation for the sport of Futsal (5-A-Side).

 

2.         An "amateur athletic competition of Futsal" is a contest or other competition involving only amateur athletes.

 

3.         The term "sanction" means a certificate of approval issued by authority of this Federation.

 

4.         The "active athlete" means any individual who, when elected to the National Board of Directors of this Federation, is currently playing or has played as an affiliated member of a U.S. Futsal National team at the International level within the preceding ten (10) years.

 

5.         An "international amateur athletic competition" means any amateur athletic competition involving athletes from two or more countries.

 

6.         Members of the "National Players Association" are athletes that have participated as affiliated members in sanctioned amateur athletic competition at any level within the preceding ten (10) years.

 

(b)       The "National Council", is the National governing body comprised of the National Board of Directors, Futsal State Associations, representatives from the National Futsal Coaches, Players, and Referees Association, and other National Associations or organizations that promote the game of Futsal who may be elected to this Federation by vote of a majority of members of this Federation.

 

(c)        The Futsal Association in each State shall be called "Futsal State Association" and will be regarded as the governing body for the sport of Futsal in that particular State, and unless otherwise approved will be defined by the geographical boundaries of each State.

 

(d)       "USFF" shall mean the United States Futsal Federation.

 

(e)       "USSF" shall mean the United States Soccer Federation.

 

 (f)        "FIFA" shall mean Fédération Internationale de Football Association.

 

 (g)      "FUTSAL" shall also mean the sport of futsal, Minisoccer or 5-a-side.

 

 

102. Name

 

            This body shall be known as the United States Futsal Federation, a corporation not-for-profit organized in January 1983, under the Laws of the State of California. Its official abbreviation shall be USFF.

 

 

103. Affiliation

 

            This Federation is a National Affiliated member of the United States Soccer Federation, USSF, which in turn is affiliated to the Fédération Internationale de Football Association FIFA.

 

 

104. Colors

 

The official colors of the Federation shall be blue, red, and white. Its logo shall be a white eagle on a red(top) and blue(bottom) background with the letters USFF over the eagle and separating the two colors.

 

 

105. Purpose

 

            The purpose of this Federation is to act as the national governing body for the sport of Futsal (5-a-side / Minisoccer) in the United States as a member the USSF. pursuant to such purposes and the other purposes set forth in its Articles of Incorporation, this Federation shall promote Futsal in the United States, including National and International games and tournaments; and shall resolve questions and controversies not adjustable under the rules of the Futsal State Associations concerned; and manage the State and National cups, both at the Youth and Senior Level of competition. This Federation shall encourage and support amateur athletes without discrimination on the basis of sex, race, religion, politics or national origin, and exists solely to promote goodwill through physical fitness.

 

 

106. Autonomy

 

            This Federation shall be autonomous in its governance of the sport of Futsal, in that it independently shall determine and control all matters central to such governance, shall not delegate such determination and control, and shall be free from outside restraint. This provision shall not be construed as preventing this Federation from contracting with third parties for administrative assistance and support, in connection with its purpose and powers.
